18650s can't really do those numbers normally. Quality batteries can do pulse loads ~2x their rated amps for something like 60 seconds. You're right though loads of re-wrapped 10-15a batteries being sold as double or triple their actual amp limits.
You are 100% correct. I am into Radio controlled vehicles and although many of my Lipos have 60a continuous /100a burst draw, There is no such thing as an 18650 battery with more than a continuous amp draw of 30 amps. there's also no such thing as a 4500 mah 18650 either. All those advertisement are Total Crapola. I use Samsung 25r and some I found at Batteries plus right now personally.
The best 20 amp out right now are Samsung 25R's.
The 20amp LG HE2 work very well
The best 30 amp are Sony VTC3 or 4's.
And these actually worked pretty well when I bought them (around 20a continuous in real life, not what they claim.

All other batteries (yes you E-fest) are re-wrapped and/or over-rated (15a-20a max if you are very lucky)
That being said the 2500mah (claimed 35a, probably 20a) battery in the Henail is performing very well. I switched it with a good Samsung 25r cell and noticed no difference. Whatever discharge rating it has it is meeting the requirements of the ceramic heating element.
