It depends on weather it is a regulated or non-regulated ps. I have a good quality non-regulated ps that pumps out 17v idle and 14.3 under power. The best thing is to get a cheap multimeter and check it.
So I have a New Magic Glass Nice Guy with diffused downstem and a New Vapocane (A) 14mm Clear.
