    A safe and easy way of reducing voltage is to use rectifier diodes. The diodes will drop about 0.6 - 0.8V each, so you need to put a few of them in series. Use a 1N5401 or similar as these are rated for 3A. They only cost about 10 cents each. I've actually got a bag of them lying around here...
