NYC has been down this road before. In 1936, over 60 percent of New York voters supported a similar system, proportional representation (PR) in a referendum. PR enabled New Yorkers to break the Tammany Hall power structure. But once they used the system to elect a Black Communist, the writing was on the wall for PR.

The USA at one point had 20+ cities and town with PR. The powers that be used racism and the Red Scare to rid the country of this 'scary' upgrade to democracy.
