In High School I remember walking past the teacher's lounge (smoking lounge) and it smelled worse with the thick smoke than you would smell and see in the boys and girls bathroom.....
So caught up in happy nostalgia, Hubby and I picked one of these up:
I definitely had something similar here in the U.S. Don't remember its name, and I don't remember the fish tank, but but definitely had the fish and rod.I remember the spirograph!

There probably is an English version of this, the one we had and is in the pic below is in Dutch.
In Dutch called 'Het Hengelspel' or literally translated to English 'The Angling Game'.
Consisted of nothing but a few different 'fishes' with iron circles for eyes/mouths and the 'angling rods' which had a little magnet on the end(the oldfashioned red/white horseshoeshaped ones).
You angled without being able to see inside of course, so basically it was a game of chance.
Amazing how much fun that yielded even without being toked.
