It sounds like non AW batteries or possible fake aw's the stock 18350's I got with my persei worked exactly the same way but my aw's work great

The batteries that come with the persei will get the herc warm but you won't get vapor I tried when I first got mine and I held button about 15 seconds and it barely got warm switched to the aw's and it made vapor right away before the herc even felt warm

the problem with ebay is there are a ton of lesser quality batteries being passed off as AW's or higher mah than they really are
