I have a decent enough tolerance and 1 pack of good herbs definitely has noticeable effects. It may not "fully satisfy me" sometimes, but I like to get decently baked. I wouldn't be complaining about lack of effects from 1 pack though... Keep in mind that 1 pack is probably 3 or so heat cycles...
