Some details came to my attention lately which make me suspect
Health Canada and
letters are exactly what went wrong that possibly ignited the anti-cannabic war. It turns out i've been hoping to find information as to how "marijuana" was legally banned for a long while, then last night i finally saw details that were there all along and clearly put an identity with a face on this man below, keeping in mind in US it started later:

Amendments to the Opium and Narcotic Drug Act (1920-1938)
Many amendments were made to the 1911 Act prior to an in-depth overhaul of the Act in 1938. It was during this period that cannabis was added to the schedule of the Act.

From 1911 to 1938, many drugs were added to the schedule of the Opium and Narcotic Drug Act. The 1911 Act was introduced to control only four drugs. In 1938, when the Act to amend the Opium and Narcotic Drug Act was enacted, the schedule listed more than 15 drugs, including derivatives or salts, one of which was cannabis, added in 1923.
During a sitting of the Committee of the Whole in connection with a review of the 1923 Act, Minister of Health Henri-Séverin Béland simply said about the substance that, “ There is a new drug in the schedule.” That is how cannabis ended up in the schedule to the Act. According to Giffen, the circumstances leading to the decision remain obscure because, until 1932, the issue of the effects of cannabis on people’s physical, psychological or mental health had never been raised in Parliament. Giffen described the criminalization of the drug as a solution without a problem.
The French version mentioned an "annexe", so it seems this individual who practiced medecine as well as being a politician with military and litterary experience just couldn't be bothered to democratically discuss such a decision still hurting so many lives today! So, now i've got to wonder: is it possible it was HC through it minister Henri-Séverin Béland that actually inspired UN's treaty of 1932?? A treaty that spread around the Commonwealth countries where laws have been "harmonized" afterwards?!...
This could mean not only has Health Cannada been wrong before but it may even have contributed (if not launched) the anti-cannabic war and this guy who did it using an "annexe" was supposed to have scientific objectivity - on top of it! But was it really the result of his action alone or were there other parties involved in the background?
If that remained misterious for CBC's journalist then i imagine we may never come to understand what prompted such madness neither. Yet at least it might sound like natural justice to read in another paper that this man's grave became forgotten long ago:

Which means the need for repairs wasn't even apparent to anyone before, nowhere at the different government levels anyway...
