I don't have an answer or even spent much time thinking about it, but, how is (eventual) legalization going to change things?
One thing that is a big difference to those in legal states is availability. You might not be able to get a certain brand of a certain type of oil, but you can always "score". In the old days, one mitigating factor to any problems from using was the fact it was just not readily available whenever you wanted it. Even if I wanted to use every day as a teen, I couldn't. Today, supply is simply not a problem.
Are there any downsides to cannabis being freely (Heh, it ain't free.) available? Can there be such a thing as too much weed?
