My honest advise, I would let someone else test the water first.
Sounds like there is going to be a lot of trial and error. There are several possible ways round the ban, but which will work? You need to find out what you can ship and with who. Better to let someone else do the hard work and risk of finding out.
If I was a vape builder I would pause, see how this settles down.
