You're misreading history a bit, in the beginning the SS was a group of young men who radicalized themselves. A black and white picture doesn't fit, nor did anyone have to threaten execution. At some point, it becomes a myth and people want to go there, make a name for themselves, experience the power. This has also happened in other countries. People become radicalized faster than they think or change their world view in unwanted directions. Most people are not born as asshole, they become one.
