At one point in my life many years ago, I had three relatives that were cops, a city, a county and a state cop and from what they had said, it all depends on the cop and the situation.
If a group of cars are all speeding but not by over 10 to 15 miles over the speed limit, no one would likely get pulled over but if they were going to pull someone over, it would depend on which car was quickest to get to because the simple fact of pulling anyone of the cars over would cause the other speeding cars to slow down. Take that with a grain of salt though as that was some years ago and may not be relevant now.
For what it's worth, the only speeding ticket I've ever gotten was doing 25 in a 15 mph zone on New Smyrna Beach in Florida, on a motorcycle and although I enjoy driving and so the trip to wherever I am going is as much of the expected enjoyment at the destination, there was once when I've was doing over 100 mph on a trip to Canada and over 180 mph many times on expressways in Japan at 2 or 3 in the morning when there is no one else on the road and more importantly, no cops.
Generally though, I'm rarely if ever in a big hurry to get to wherever I am going even though the cars I've owned could outrun anything fielded by any police department. One can outrun other cars but one can't outrun radio waves. ;-)
