Generally vapor is not going to linger with the smell or seep the way smoking does throughout a building, however weed itself does smell strongly, and it's not like vapor doesn't smell at all, but yeah as far as seeping into the walls and other such things, I don't think you need to be so worried honestly... Easier said than done! Need to find peace of mind, tell her we've all been there with crazy anxiety and these type of situations, my friend only uses oil pen cartridges and still hides them alone in her own apartment, for fear of her building management, out of pure anxious paranoia!
Maybe start grinding your weed outside or in the car, then storing it in a POTV stash or another airtight jar, then you can minimize the aroma escaping when loading and preparing indoors. Also get a smoke buddy or fill a toilet paper roll full of TP and blow through that to minimize the exhale. But as others said, If you are seeing joint butts, I’d say the smell of that is 20x stronger and lingers a lot longer in my personal experience. They really aren’t probably talking to you, a lot of people consume nowadays haha. I seriously wouldn’t worry about the notice until/If they warn you personally.

We hope all is well. We regret to communicate with you under these circumstances, but we are reaching out to inform you that we have narrowed a smoking violation down to a specific set of apartments. We have evidence of a continuous strong smoke odor, which is traveling and affecting other apartments as well as our common areas.
This is a Smoke-Free building, and we the management team, do not tolerate any type of smoking activity, legal or illegal, as it is offensive to other residents who wish to live in an entirely smoke free environment.
It is therefore acknowledged that smoking of any kind is not permitted in any apartment, outdoor balcony or common area of the building as per your No Smoking rider that you signed in your Lease.
We would like to take a brief moment to remind you of your policies and procedures in accordance with your lease agreement .
As such any resident found smoking or noted as having evidence of smoke such as an odor permeating from the apartment will be in violation of the Rules and subject to the below fines. Please see below an excerpt from your lease regarding this guideline.

They sent this same email word 4 word in 2019 as well. Back then we didn't know about dry herb vapes and would occasionally smoke a joint in the house so they could've been talking about us back then. Is this concerning? Trying to calm my gf nerves lol.
