If you don't hit a button the unit just charges. You cannot manipulate the menus without turning the unit on, whether charging or not. If you hit a button while unit is plugged in, you will turn the unit on.

@UnevenPizza IMO it's not a great idea to use a built-in Li-Ion charger in any vape. The reason you might not be seeing the battery as full is the unknown quality of the recharge circuit they put in the vape. Worse case would be that the battery is full but the Li-Ion charger doesn't detect it...
