if you read the bill, it does allow private citizens to grow, but commercial growers need a liscense

youre forgetting to factor in how easy it is to produce good bud compared to say a fine wine, and theres always the option of growing for yourself, which this bill allows for, its certainly what id want to do also the medical patients would be exempt from the taxes, price for medical bud would...
