I would recommend to always do burnoffs on any new vape. Throw the cans in the oven too. Yes, I've used 3400mAh Panasonic batteries with success as well as my thermovape cera orbtronic 2900mAh batteries (which I believe Panasonic makes). Both were protected batteries.

Does it flash without a cartridge on? If not, my guess would be a bad connection. Try pulling the center pin out of the cartridge a tiny bit, it might not be making a good connection.
