You are misreading. I answered two separate questions in one post. Back-to-back posts are a no no on FC. You're Mini most likely needs replacement. You can try a Mini reset as last resort. With Mini 'on' take off and put back on the battery.

No need to keep resetting the battery just let the Mini sit for a minute forty seconds or so and the flashing will start. I don't think its a bug just the way it is. Happened to someone else just recently and they needed to swap it out/get a replacement.
