Short answer. yes :) As I recall the circuit is designed so that the light flickers while it is heating and will stabilize more as it reaches the temperature that you have set on the dial. Someone else will chime in and confirm or deny.

If you build your own, just make sure you over design it. You don't want it flying apart under 20 tons of force with you standing over it. ;)
