Need more symptoms of your issue to help.
Hard to even tell it's a torch in the picture.
Where is it leaking?
Do you release the air before refilling?
The port should be depressed until the hissing sound stops before re fueling.
Does the torch have an air adjust valve?

Go to store and buy the Bonjour creme brûlée torch (There is large and small version)
Same exact thing as the 70$ Vector torch, but for 25$ish .

Sometimes the seals on old and/or cheap refillable lighters just go bad it seems. I have a whole host of old lighters (and some new) that no longer work because of this. I'm not sure there's much you can do about it.
My suggestion would be to buy a new lighter.

After spending Hundreds of dollars on expensive neat looking 'torch lighters' over the last 5-6 years, I've found the torches recommended by Derrrpp and steama to be all around much much better for our use then any $20-$120 torch I've used.
Been heavily using one of those dx 1300-c torches for well over a year now and a vapman torch for a few sessions every couple of days for at least a year with no problems from either one. Although every zico , honest or other name-brand torch lighters looked cooler, in use they All sucked big time.
Edit for reference; the torch vapes I have in my collection are Vapor genie's, the ubie the lithe vape, the lotus, The Daisy, The Lily, the Peace and of course my favorite The Vapman. As far as I'm concerned the cheaper torches bring out the best of them all, performance wise.
