Will this PTC heater work as a heating element for a vaporizer?

Haha was about to message you about these 304 SS 12mm OD and 10mm ID capillary tubes. Or should I go for 18mm ID like the openings of the 18mm glass adapters you use for the Halo log project? I have a bunch of those bowl screens so could fit one at the top of the tube with the cartridge heater running underneath.

See that you get thinner walled ss tubing, than 1.0 mm wall thickness. I go with 0,3 to 0,5 mm wall thickness. You can work it much more easier with a simple tube cutter and nail clippers Also has lesser heat capacity, than thicker walled steel tubing, and so avoiding unnecessary charring of whatever you intend to use for a body.
