This is confusing to me. You start off saying there is NO difference between medical and recreational, that the only difference is your intent on usage (you don't say at time of purchase, time of getting script , but of usage specifically ) yet you go on to say that people become medical users, not for access, but to get it cheaper . If there is no difference but intent at use, why assume people are abusing the system? If there us no difference but intent, and they intend to be medical users, and they go so far a to get a script (which costs money, so where is the big savings there?) which shows they intend to be a medical user, why assume fraud? I know people that have serious health issues, that need MMJ, but skip the card and pay higher recreational taxes either because of the cost of the doctors appointment, embarrassment at talking to a doctor about weed, or simply because they don't know how the system works and it's easier to just go to the club and pay the higher prices (some are nervous about clubs, and rely on friends to give them meds). They intend for the usage to be medicinal. They still pay the higher recreational tax, unless they are friend reliant. They aren't trying to scam anyone.
But you know those pleasure seakers- always looking for a chance to commit fraud.
I will say, I think 30% tax is high. It just is.
