What Do I Need For Posting Priviledges in Portable Vape Forum?

Do you mean posting privileges? Or, do you mean starting a thread? You should be able to post in any forum in a thread that is already started. However, no members can START a thread in the Portable Vapes forum.
If you are introducing a new vape, start a thread in the "Upcoming Vapes" or "Ask FC" forums and if deemed necessary, a mod will move it to the Portable Vapes forum.
Rules here are a little odd compared to most forums but it's the way the Admin set it up so, that's the way it stays.
Are you looking to introduce a new vape? If so, start a thread in the "Upcoming Vapes". If you want to talk about an existing vape, search and see if there is a thread already started about it and ask your questions in that thread. If there is no thread, start one in the Ask FC forum.
