The battery base looks like a Knight Rider Lavatube because it is a Knight Rider Lamdo - the new 2012 version (with an eGo recessed dripwell and seemingly no longer available in black). Same internals as a Lavatube (e.g. no Ohm meter like the knock-offs), but like the later black ones, it will current limit instead of just drop voltage - A nice improvement (a Lamdo or very recent Lavatube will actually drive a DART at 4v under load, older ones went to 3.4v - measured with a cheap ecig meter).
If you want an eGo-W tank and a CE2 or CE4 and a Lamdo, they should all be about $90 in many "starter kits" with a battery and charger at many e-cig shops. Not really bad stuff for inexpensive gear, but it would depend on how much you pay and what you expect to do with it.
