Li-ion needs to be declared meaning they may not got by air. Also, if the value is over a certain value, there may be an import tax. Forget what that is to CA.

I have bought used vapes with batteries from the states with no issues.

One thing to note though, get the seller to use USPS as you will pay less duties.
Depending on what the seller marks the value of the goods or the codes they use could cost you a lot of money...
Ask them to lessen the value of the package to help you save money.
