If it were my decision, take it off the schedule as a controlled substance, allow it to be regulated through the FDA, similar to tobacco and tax it.

Depends what the big guy gets out of it. Look at Tik Tok , he got paid and now opposes banning Tik Tok.

But look at Trulieve in Florida , how much money did they stuff in his pocket and he actually came out and said he was in favor of the Florida cannabis referendum. It would have passed had they not raised the threshold to 60 % instead of a simple majority.
