Can the pipe piece be used as a regular pipe when separated from the flame filter?

Yes. But your going to ruin the thing with nasty smoke and tar.

You want to keep that screen as clean as possible so you can vaporize with it.

It's a waste to smoke through the VG.

nothin...once you start vaporizing you won't want to use your vapes for anything else. I've got some nice glass pipes that will never get smoked in because I attach them to my vaporizers.

Will it just change the flavor of the pipe or is it actually going to damage it? And if so, is it permanent damage?

Seems like it would be useful if I want to smoke out a car, or if there is a lot of heads.

No it won't cause damage, but have fun getting it clean again. Even vaporizing tobacco will gum up and stink up a vape with nicotine and tars. If you want to smoke I'd use a pipe. A pipe makes for a much smaller lump in your pocket anyway.

Seems like it might be useful in a "emergency" situation or something like that. The smell wouldn't bother me too much.
