No your quoting a different thing that Cuomo did about the 20 hospitals. His first step was the 20 hospitals. This bill allows hospitals, pharmacies, non-profits, for-profits, to be dispensaries. But yes, I do believe they limit you, and they also did take out the PTSD.

I definitely won't be voting for him this term.
