You know he's referring to 1962, right? It was called
Operation Northwoods and, obviously, we never acted on it.

I do find those documents odd though. When I was in the Air Force from 1968 thru '72, I held a Top Secret Cryptographic Clearance and worked as an Intercept Analyst. After tech school for one and half years, I spent a year in Pakistan near the Chineese/Russian border. Spent the reminder of the 4 years working at the NSA while being stationed in Forte Meade, Maryland.
The reason why I state that the documents look kind of strange is that EVERY document that is stamped Top Secret is also stamped with code word under the words Top Secret on every single page. In those documents, there were no code words stamped under Top Secret. If there were, they would have been redacted.
Secondly, they refer to Mig Planes. I have never seen a classified document that referred to aircraft in this way. There are always names and numbers assigned to aircraft. If as an example, they were talking about Mig-19, they would, as an example, refer to it as a Mig-19 Farmer, not just a Mig Plane, or even just a Mig-19.
Now granted, I'm talking about documents created and circulated within the Intelligence Community. They may differ outside of that community. Don't know, but to me, those things amongst a few others, really popped of the page.
But the even bigger thing is how could we even think that we could pull that off without being detected. I know what our intelligence capabilities were against the Russians back in those days, but I also knew that they kept their eyes and ears on us as well.
Also, any operational proposal would not only include operational targets and objectives, but would also, very clearly, state the risks, and a Russian response would be a big one. There was no mention of any risks, nor was the word Russia ever mentioned, and back in 1962, when talking about an operation such as this in Cuba, leaving out the Russian equation would be more than just a bit myopic.
I don't know. I'm not suggesting that those documents are not legit. I'm just stating that to me, from my experiences, it all seems just a bit odd.
Pulling off things like a lot of these conspiracy theories seems really logical on the surface, but in reality, to pull these things off, like in a movie, are a LOT harder to keep secret, especially those operations that are visible. I'd go as far to say that for most all of them, it would be impossible to be kept secret, especially in todays world. And if a creator of such thoughts really wants to pull something like this off, all they would have to do is consider the odds of getting caught, and more importantly, the consequences of getting caught, nulls out just about any kind of scenario, eh?
Anyway, just my rambling thoughts on all this stuff. That and some coin will buy you a stick of gum.
