More great news, Mexico has approved medical cannabis. The global trend towards de-prohibition continues.

This may also be an important step for other reasons - it may be a real step towards taking power away from cartels. There are other drugs (and other crimes) of course, but Mexico could certainly use one less source of income for gangs and one more for the gov't.

Widespread legalization in the U.S. is killing Mexico's marijuana business, and cartel leaders know it. They are increasingly abandoning the crop that was once was their bread and butter and looking elsewhere for profits, producing and exporting drugs including heroin and fentanyl and banking on extortion schemes and fuel theft.

So when Mexico's tourism secretary this week boldly declared his hopes that Mexico will legalize marijuana for recreational use in an effort to reduce growing violence across the nation, some balked at the notion that marijuana was driving the bloodshed.

Mexico’s Supreme Court considers legalizing marijuana

In the midst of a presidential election, full cannabis legalization doesn’t seem to be a priority for Mexican politicians at the moment. However, perhaps Mexico doesn’t need politicians to legalize cannabis. That’s because the Supreme Court also has the power to enact laws in the country, and one of its eleven judges has his sights on legal weed.

AMLO government announces drug legalization in Mexico

Because it seeks to give a radical and different solution to what previous governments did.

According to the National Development Plan (PND) 2019-2024, the government of President Andrés Manuel López Obrador proposes to reformulate the fight against drugs and reduce consumption levels by lifting the ban on substances that are now illegal.


Mexican Lawmakers Introduce Marijuana Legalization Bill

Sen. Julio Ramon Menchaca Salazar introduced a legalization bill in the Mexican Congress.

If passed, Salazar’s bill would reform two sections of the country’s General Health Law and allow for both recreational as well as medical use of cannabis. There would also be allowances for a Mexican CBD industry — if passed, Salazar’s proposal would allow for the “textile use of the plant,” according to the senator.

What Legalizing Cannabis Means for Mexico
Mexico is fast approaching its October 23 marijuana legalization deadline. On October 10, Senator Julio Ramón Menchaca Salazar reiterated the deadline in the special joint meeting of the Mexican Senate’s parliamentary commissions of justice, health, and legislative study, according to Marijuana Business Daily. The senator has also promised to present the bill’s final draft by October 17. This timeline sets Mexico to become the third country to legalize recreational marijuana after Canada and Uruguay.

Mexico seems to be almost in a civil war between the government and a drug cartel. There was recently a battle where the government got creamed by superior weaponry and skills AND had families attacked by cartel death squads in response to an arrest of the sons.

The region’s avocado boom, fueled by soaring U.S. consumption, has raised parts of western Mexico out of poverty in just 10 years. But the scent of money has drawn gangs and hyperviolent cartels that have hung bodies from bridges and cowed police forces, and the rising violence is threatening the newfound prosperity. A recent U.S. warning that it could withdraw orchard inspectors sent a shiver through the $2.4 billion-a-year export industry.

Some growers are taking up arms. At the checkpoint in San Juan Parangaricutiro, the vigilantes are calm but attentive. They say their crop is worth fighting for.

“If it wasn’t for avocados, I would have to leave to find work, maybe go to the United States or somewhere else,” said one of guards, Pedro de la Guante, whose small avocado orchard earns him far more than he would get from any other legal – or illegal – crop....​

I thought Culiacán would be bigger news in the US. Yesterday I learned that the Mexican government now says they actually planned the abduction. It was not an accident like they claimed before. They totally got their asses handed to them. What a loss of face!

How does that song go? "I fought the law and the law....."

Citing “unprecedented” pressure from companies trying to influence Mexico’s cannabis legislation, voting on a bill to completely legalize marijuana – including its recreational use – will be delayed, according to media reports.

Ricardo Monreal, president of the Senate’s Political Coordination Board (Jucopo) – a governing body of the chamber – told Milenio the bill “won’t be voted on this week, as was planned.

“It was the intention to approve it on Tuesday,” he continued, “but that’s not going to happen.”

Monreal said the bill will be discussed in “the first weeks of November,” La Jornada reported.


On Oct. 26, Monreal posted on his Twitter account that the bill was expected to be approved “within days.”
In addition, Monreal said Jucopo will now ensure that lobbying in the Senate remains under control.

He said the body would “shield” legislators from external influences, according to Excelsior.

The responsibility of the bill would remain within the combined commissions of Justice, Health and Legislative Studies.

Supreme Court gets ready

The Senate asked for an extension to the Supreme Court’s deadline to legalize cannabis, El Heraldo reported.

But the Supreme Court is preparing a general declaration of unconstitutionality if the Senate doesn’t approve a law before the end of the month, Excelsior reported Monday.

If the Senate doesn’t reform the laws, the Supreme Court could just eliminate from the legislation articles it considers unconstitutional.

This would effectively allow home-growing but not create a regulated commercial market.

However, uncertainty also reigns in the court.

According to Excelsior, at least eight members of the Supreme Court are needed to vote favorably. Six already declared to be in favor, but one declared to be against, and there’s uncertainty about the remaining three votes.​

Mexico moves toward legal hemp, marijuana despite latest delay

[L]awmakers have to pass a legalization bill during their next scheduled legislative session, which runs from Sept. 1 to Dec. 15.

If approved, Mexico would be the world’s most populous country – population 130 million – with legalized cannabis regardless of THC content, meaning both marijuana and hemp.

Mexican Supreme Court Extends Deadline To Legalize Marijuana As Lawmakers Continue To Advance Bill​

This is just the latest extension the court has approved since it deemed the prohibition on personal use and cultivation of cannabis unconstitutional in 2018 and mandated that Congress end the policy. The Senate passed the legalization bill last month ahead of the earlier December 15 deadline.

But now the court says legislators have until the end of the next session, which starts in February and ends April 30, to enact the reform. This is the fourth deadline the body has imposed. First it was October 2019, then April 2020, then December 2020 and now April 2021.

Mexico close to legalizing recreational marijuana​

Mexico’s lower house of Congress on Wednesday passed a bill that would legalize recreational marijuana — paving the way for a regulated market in a country long-dominated by drug cartels.

The bill, which was approved by a vote of 316 to 127, now heads to the Senate where it is all but certain to pass.
