As an older person with hand tremors these are the ones I find easiest to use. I only use herb and a small amount of that:
All are under $200:
enano or underdog log;
arizer eq (not much is easier than holding a bag and breathing from it) I use the mini whip set from arizer so filling the bag is simple. I did find it a bit complicated before I got the mini whip but now use it all the time.
milaana
I cough easily and use water for all but the eq.
I have several others mentioned here like the solo and boundless. Although good, the 3 above are easier for me to use. I may have missed whether her mental functioning is impaired. If not I wouldn't worry about her figuring things out like replacing batteries as long as tremors don't make putting the battery n difficult. I'm quite a bit older than your mom and of the 3 I mentioned only 1 uses batteries and those are easy to insert.

I'm a big proponent of the Arizer Solo/Air but for ease of use some of the new herbal cigar pens are worth a look. Not many are big on them and I think some of that is due to how they sucked a few years back. Check out the new Focus vapes......Smooth even at the highest temps, quick to temp, LONG lasting replaceable battery and inexpensive. The biggest downside might be the weight of the unit.

i helped my mom and her husband try out my underdog and it went well! to be fair my mom's medication has been adjusted so her tremors are a bit better. her husband is a long time combuster and his lungs are no longer having it, so a vape both of them can use at home together seems ideal right now. since it worked for both of them i'm hoping they can make the switch over to vaporizing. now i will just have to get my sister on the vape train as well :)
If they liked the underdog why are you looking for something else for them?
