Certain extraction methods will isolate lipophilic (“fat-loving” or insoluble in water) components, such as triterpenoic acids, whereas other methods yield the hydrophilic (“water-loving” or water soluble) components, eugenol and caryophyllene.
When both lipophilic and hydrophilic components are required for support, as is the case for holy basil, a combination of extraction methods is necessary.
I'm guessing here, but I think that the fat-soluble ones come out in vaping, and obviously the water-soluble ones will come out when making tea. For a more full potion when drinking it, I'm going to try adding milk/creamer to my tulsi tea next time. And drink it while vaping:

I vaped a couple of bowls in my
herbalizer. First one started at 375°f, got taste (very much like the tea) but no vapor. Bumped up to 400, then 425 same story, wispy vapor at max (445°f) so I loaded another at max, still wispy. I feel mild effects, more relaxing than clarity but I'm typing aren't I...
