Certainly feel more high when i vape in a new situation, like maybe i am traveling and vaping somewhere totally new, or just chilling in a different spot or with different or new people. But that isnt the weed, im sure that your brain gets the same amount of high each time you just interperate it differently, and when combined with thoughts about how awesome whatever new place you are in is, the extra happyness from that combines with the fact your high and you just feel extra great.
As for cold, when i used to live in a cold part of australia, and was forced to smoke outside and be really stealth about shit because i was living at university, i always found that smoking outside on a really cold night, like -5c sorta thing (thats fucking cold here in australia) i would barely feel stoned, it felt like the cold pain took away all the smoking enjoyment and stonedness. I eventually had to buy a MFLB to toke in my dorm room out the window on the sly. worked a lot better even though MFLBs suck ass. compared to toking a doobie in freezing cold weather, they are good though.
