I just got the Divine Tribe 4 with Quartz. I can't get any cloud in my device. Here are my settings from Arctic Fox. Tell me if i should change something in the settings. Here you go, https://imgur.com/MpW3YCt

Your settings look ok to me, but I only have the Sai, not the DTv4.
Do you set & lock your resistance when the DTv4 is at room temperature? What is your TCR, is it set to about 315?
I believe the quartz bucket is more tricky to use & requires higher temps than the titanium bucket, so try upping your temp to 450-500F.
