Okay this might sound crazy, I don't know what kind of party this is, but have you ever thought of a functional costume , Like come as some kind of oversized vaporizer but inside you actually have a functional portable to vape through..

Does that make any sense? lol .

Or maybe your costume has tubing and a water pouch and you come as some kind of bubbler (that you can also vape through via tubing)

Get a white bed sheet and make a toga. Then go to a craft store and buy a bunch of polyfill stuffing like they put in stuffed animals. Glue clumps of the polyfill all over the bed sheet. You are a vapor cloud! An added bonus would be a white hat of some sort that says THC or cloud or something. I bet that would be a cheap costume.
