Though support for MMJ is high, the majority of the voting demographic in Florida is white republican senior citizens. Further, when it comes to minor marijuana charges, no other state routinely punishes more severely than Florida (source:
NORML). On the medical front, pharmaceutical corporations are the biggest competitor when it comes to cannabis legalization (source:
Republic Report). Cannabis was made legal for medical use toward the end of 1996. Since 1997, the DEA has allowed a 1200% increase in Oxycontin, off brands not included (source:
Alternet). Medical marijuana is the single largest threat to the monopoly PhRMA has created on the pain medication market. To protect their interests, PhRMA has spent over $20 million annually since 2007, lobbying for votes to keep MMJ illegal (source:
NORML). Florida prescribes 10 times more oxycodone pharmaceuticals than every state in the country combined (source:

Current).
Florida is one of PhRMA's greatest assets and they are fighting hard to keep it.
