Really any 510 thread battery would do the trick, from the cheapest ego style to the most expensive mods. There is a lot more collective knowledge on the e-cig forums when it comes to what battery to use (not that we don't have a few experts here), also what tank to use for e-juice.
Once you make the abv oil you will have a couple different options. First thing though is abv oil tastes like ass so just keep that in mind. The first option is a cheap glass globe atomizer; these will foul out quickly but replacement attys are very cheap, also they don't taste great but neither does the abv oil. Next is a mj specific atty like the dr dabber, dabbler or the d9 ti kiss cart; I wouldn't recommend any of these for just abv oil as they are a little more expensive because the better materials and different temperatures used are to improve taste of quality oils. The last and best option IMO is to mix the abv oil with ej mix from
http://www.liquidizer.com/ then you can use it in a second e-juice tank. I personally would prefer this because you can add e-juice flavors (just hard candy flavor concentrates) to try to mask the abv flavor. This will make it far less potent though so you will have to hit it more times to get the effect.
Just as a disclaimer, the only reason I save abv and make oil with it is to season new to for my friends and me. Most times I just give the oil away to combuster friends because they don't give a shit what it tastes like. The best use for abv or abv oil is in edibles where you can really hide the taste, but edibles and I don't really get along.
