They are all amazing imo.
If anyone is trying Skinny Puppy out for the first time, then please keep an open mind. There's a brilliance and beauty in there.
The Lion and the Cobra is a masterpiece. Sinad made it when she was nineteen or so, and she wrote one of my favorite songs on the album ("Troy") when she was sixteen! The emotions just pour out or her and into the listener, and I literally cry sometimes when I listen to this album (it's a good cry).

Survival is not one of Bob Marley's most famous albums, but it's definitely (imo) the strongest. Some of the lyrics might be about problems in Africa, but my mind substitutes in struggles we all might have, and specifically in the United States.

Too Dark Park is... on the surface a sort of scary, theatrical trip. Well, it really is, but there's a mastery of the layering of sounds and music that is truly amazing. There are more accessible Skinny Puppy albums (like
Bites or
Cleanse Fold and Manipulate), but I chose this one because it was my first intro to Skinny Puppy. Really, my fave Skinny Puppy album rotates between the ones already mentioned and
Remission and
Rabies. Try to listen to this one alone in the dark- just for kicks! Also, listen to it in order (not random/shuffle) please.

Note: Although some might automatically think they're hearing "kill your mother, kill your father" or other such nonsense in the lyrics, it's untrue with Skinny Puppy. Most of their songs are about things like love, animal cruelty, drugs, and environmental issues.
Many of the other albums from these artists are pretty awesome as well.
Yes, these are three very different albums, but they're all brilliant and true works of art. There are similarities. They're all created by artists who weren't afraid to push the envelope, and their emotions are laid bare for all to hear. You might find some life-changing messages in there, too (if you listen hard enough).
