Snappo beat me to it but no you shouldn't drastically shorten the lifespan by running at 13v for sessions.. I wouldn't leave it at that temp 24/7 but for sessions Dogs will take a lot of heat.

Correct the tattoo VVPS won't work with the Econo-Dogs since the voltage isn't in the same range. The best way to dim the Econo-Dogs is with the extension cord(s) method.
You could try the dimmer box and see if it works, worse case scenario it burns out the power supply. I've come across a few...
