I've just been reading the comments at WaPo article. Seems that this was probably an unregulated mod vape with the hard l-i battery. Appears that that's what most of the exploding vapes have been. Not having the chip or circuit to regulate, it can overheat quite quickly.

Your supposed to put it in your toolbox with all the other miscellaneous nuts and bolts. You do have such a toolbox, right? That way it becomes essentially invisible to searchers. If its with your VC stuff, that's the first thing I'd inspect--if I were a cop, a burglar or border patrol.
