If the battery was fully charged it would not turn red. Those batteries stay charged for a pretty long time. In about a week of not being used they might turn the charger red for a bit.

Green means the charger is powered up. That green light should turn red when the charger is under a load.

I am pretty sure mine fired up right out of the box. But it all boils down to two things: Maybe it just was not charge, or Your unit might be defective. After three hours of charging it should fire up even if the battery was dead ti begin with.
