I was feeling the same as you and i decided on the v-tower about a month ago. it's pretty nice for the price tag. With that said, the next one i'll probably get is the pd or the dbv due to the reviews. The v-tower(not the extreme) has all the knobs you want if thats important to you

Anything under 14grams, they usually just take it away. I think btw 14-30 grams you can get a fine(similar to a parking ticket) and anything greater than that or if there is intent to sell, they will charge you. as far as i know, that's how they do it in BC
