Exactly my experience with the Tornado in the Flare, 60 (Max time) Seconds usually reduced to 60 Watts, when I pull the Tornado it will click. Never tried with less time but will give it a shot.
My understanding is that the FW has been changed on the latest Flare units and that they may not even recognise the Tornado, best take it with you to check.
