Even just a light tamping of the load will keep it from falling into the oven until the "fusing" of the bud that @OF mentions happens. IMO it doesn't hurt anything if herb does fall into the oven. It cleans out easily. It WILL heat more than the rest of the load and not taste as clean...

That matches up with my experience. I'll vape on 3 or 4, depending on strain, then switch off and save for bed time. When I use the remainder of the load on 6 and 7 , i get the CBD heavy and strong and fade off to sleep with no pain.
