You can hit the 04 while charging as well but at some point you can't cause you are using more battery then the wall plug is filling it back up. My guess is, cause this is not my forte', is that the plug isn't a pass through it just enables both operations charging and using at the same time...

If it is anything like the 04 then if you drain your battery you have to wait. The INH is battery operated so it has to have juice to run. It can't charge as fast as you deplete it so that is your issue.
