Once the grind and level of packing is right the load will not just fall out of the stem, however if you go too fine and too tight the draw gets restricted. So it is fairly easy to tell when you have gone too far. You must experiment more, in the name of science.

I use my 18mm water tool and a piece of 11.2mm OD silicon tubing cut to needed length. As a stem it works well as a whip it is a bit too inflexible, but doable. What I like about it is that I haven't broken a water tool for almost a year.

I have an LSV (7th Floor similar cousin) and a E-Nano and IMO the LSV is better then the Nano because of capacity, adaptability and thus convenience for group use. I am not saying it is a better vape just that for larger groups I find it an easier tool to use that also get the job done well.
