I don't think you are soaking it long enough. Use extremely hot water and soak for at least a few hours if not longer. I let mine soak for a day and it does make a difference.

I like the way you think. I'll try testing again with the elb in and cap off because it will provide some resistance to air flow. Slower air in my experiments has higher temps but lower pressure. Perhaps the hard fast pulls are making bigger clouds due more to turbulence than temperature...
