Can you get hold of an ir thermometer? It doesn't sound like it's reaching temp if it's set to 800! Maybe you have the wrong voltage coil, a 220v coil will behave unexpectedly if you're at 110v, or maybe you need an autotune, or maybe it's just not right enough on the heater as @GoldenBud suggests.

No, this isn't correct mate, sorry. Conduction benefits from a tight pack... Less air to hear up. Convection benefits from a loose pack because we are relying on hot air flow. Try it with an empty stem, packed should feel almost the same.
