Can you boil a kiss cart to get the wick white again? I tried soaking in iso overnight and wick looked the same the cup was nice and clean though

New here to fc and I just got Persei I'm charging the batteries and the charger blinking red green red green does this mean they're charged? The manual said it will be solid or flashing green so I'm not sure what that means can someone help me out? Thanks
