Most honest: Helsinki, Finland

Interesting but much too small of a sample to be applying labels for the most/least honest.

Well, I would agree it is unscientific. But in the lowest city it was a TOURIST who returned the only wallet. I would say that says something about that city?

Not necessarily. There are so many variables...like the area of town they were in, what the individuals intentions were. For example, someone may have left with the wallet, and dropped it off at a lost and found or a police station. From there, it could of been lost in the system, or yes, stolen.

At the end of the day, 12 people cannot represent a whole city.

lol so true...the church robs people everyday. I know one guy, who is an avid church goer...he had the dude who passed around the basket remark to him "Is that all?"

It took everything in his power not to pull his money back out of the basket and leave.
