This man has risked everything for his stepdaughter no less. They lived in fear of either the state or her biological father taking custody of her because of what was clearly the best thing for her.

As you can see from the in depth info here. This guy obviously is a very dangerous man, I suggest they send a swat team around with one of those tank thingy's to crash thru his front door.
Perhaps put a couple of rounds into the family dog?
As the child is secured at gunpoint, mom & dad are trussed like the dangerous criminals they are, maybe seizing their assets will teach them a lesson?
Those swat team tanks dont pay for themselves you know.
